Senegal’s Registre National Unique (RNU) interoperability ecosystem

Talking interoperability is a dialogue series being convened by the Digital Convergence Initiative (DCI) to facilitate in-depth technical conversations around designing for interoperability in the social protection sector. By bringing together digital social protection and technology experts from government agencies, software vendors, system integrators and international organizations, it aims promote peer-based learning and problem solving through:
- sharing the technical nitty-gritty of how agencies have designed their social protection information systems for interoperability
- understanding how agencies have tackled the major challenges to interoperability
- brainstorming potential solutions to remaining bottlenecks
The 13th webinar “Talking Interoperability” will showcase Senegal’s social protection system and highlight the Registre National Unique (RNU), used by the government and various development partners to support the country’s most vulnerable populations.
The RNU was established in conjunction with the National Family Security Grant Program (PNBSF), but has since laid the groundwork for its development with the implementation of an information and management system, updating its RNU data, engaging in dialogue with its user programs, and culminating in its institutionalization in 2021, establishing it as the basis for targeting poor and/or vulnerable households in social programs in Senegal.
Today, the RNU is involved in several projects, particularly its expansion to cover more than half of the country’s population (about 55%) and its interoperability with other strategic systems and programs.
Join us for this insightful webinar where representatives from the Senegalese government will share their experiences, successes, and challenges related to their interoperability endeavors over recent years.

Talking interoperability » est une série de dialogues organisée par la Digital Convergence Initiative (DCI) afin de faciliter des conversations techniques approfondies sur la conception de l’interopérabilité dans le secteur de la protection sociale. En rassemblant des experts en protection sociale numérique et en technologie provenant d’agences gouvernementales, de fournisseurs de logiciels, d’intégrateurs de systèmes et d’organisations internationales, elle vise à promouvoir l’apprentissage entre pairs et la résolution de problèmes à travers :
- le partage des détails techniques de la manière dont les agences ont conçu leurs systèmes d’information de protection sociale pour l’interopérabilité.
- la compréhension de la manière dont les agences ont relevé les principaux défis de l’interopérabilité.
- la recherche de solutions potentielles aux goulets d’étranglement restants.
Le 13e webinaire “Talking Interoperability” présentera le système de protection sociale du Sénégal et mettra en lumière le Registre national unique (RNU), utilisé par le gouvernement et divers partenaires au développement pour soutenir les populations les plus vulnérables du pays.
Le RNU s’est bâti avec le Programme National de Bourses de Sécurité Familiale (PNBSF), mais a depuis posé les jalons en vue de son développement avec la mise en place d’un système d’information et de gestion, la mise à jour de ses données du RNU , le dialogue avec ses programmes utilisateurs et en point d’orgue son institutionnalisation en 2021, le consacrant comme base de ciblage des ménages pauvres et/ou vulnérables des programmes sociaux au Sénégal.
Le RNU est aujourd’hui engagé sur plusieurs chantiers, en particulier son extension pour couvrir plus de la moitié de la population du pays ( environ 55%) mais aussi son interopérabilité avec d’autres systèmes et programmes stratégiques.
Ce webinaire sera l’occasion de présenter le RNU et son système d’information, et de discuter les travaux menés en vue de son interopérabilité avec d’autres programmes, ainsi que les défis et perspectives de l’interopérabilité avec les Systèmes d’Information du secteur de la Protection Sociale.
