Background
The International Labour Organization (ILO), is a key partner in implementing the Digital Convergence Initiative (DCI). This initiative aims to support the goal of Universal Social Protection by 2030, by enhancing the digital transformation of social protection systems and improving the interoperability of these systems through advanced digital solutions.A cornerstone of this initiative is the DCI Training Programme, which is designed to equip policymakers, technical experts and practitioners in selected partner countries with the competencies necessary to implement and drive digital transformation and interoperability strategies within social protection domains.
To achieve these objectives, ILO seeks to engage an Instructional and Pedagogical Designer to conceptualize and develop the strategies, structure and materials for the DCI training programme. This assignment will be pivotal in designing learner-centered, competency-based training solutions in alignment with DCI’s capacity development objectives for the partner countries.
Assignment Objectives
The primary objective of the assignment is to provide instructional design and pedagogical expertise to ensure the development and delivery of high-quality training content for the DCI Training Programme on Digital Transformation and Interoperability in Social Protection.
Under the supervision of the DCI Capacity Development and Knowledge Management Coordinator, the designer will work closely with the DCI teams, subject matter experts and training partners. -

To support the DCI, the ILO seeks to engage with a subject matter expert to develop training content specifically focused on Digital Solution Design for Interoperable Social Protection Systems.
This contract covers one of three areas that will jointly constitute the full DCI training package. Two separate contracts are awarded for developing training modules related to i) Digital Transformation & Interoperability Foundations in Social Protection and ii) Digital Leadership, Governance and Management.
Objective
The primary objective is to create and deliver training content that emphasizes the essential foundations, architectures, and components required to facilitate digital transformation and interoperability in social protection systems. In collaboration with the pedagogical designer, the expert will concentrate on designing comprehensive, competency-based training modules. These modules will be aligned with the broader DCI capacity building goals, ensuring that the training provides practical, hands-on knowledge and skills that participants can apply and can be easily customized to meet their specific needs.

Assignment Scope & Objectives
The ILO wishes to engage a subject matter expert to develop comprehensive guidelines that outline the key principles and best practices for inclusive, accessible, non-discriminatory, human-centric and participatory design for digital solutions within the context of social protection service delivery. These guidelines will serve as an essential resource for policymakers, practitioners and other key stakeholders in the social protection sector, enabling them to design and implement digital systems and solutions that effectively cater to diverse populations, especially vulnerable and marginalized groups.
The specific objectives and scope of this assignment include:
- Defining key features and aspects of inclusive and human-centric design for digital solutions in social protection service delivery.
- Identifying best practices and case studies that illustrate successful inclusive, human-centric and participatory design approaches.
- Creating related guidelines that can be adopted by stakeholders involved in the development and implementation of digital solutions for social protection service delivery.
