Empowering governments, institutions and practitioners to lead the digital transformation of social protection

About

As part of the Digital Convergence Initiative (DCI), the International Labour Organization leads a strategic capacity development and training workstream aimed at strengthening the institutional and human capabilities for effective, interoperable and rights-based digital transformation of social protection systems.

Digital transformation in social protection must be inclusive, equitable and sustainable. Achieving this vision requires the right technology and the right people; individuals and institutions equipped to lead, manage and sustain change. Through  capacity development, the DCI supports countries in building resilient and adaptable digital systems that respond to evolving social, economic and technological realities.

Through this workstream, DCI and its partners aim to:

  • Strengthen national ownership and leadership of digital transformation initiatives in social protection
  • Equip policy makers, programme managers and practitioners with the knowledge, tools and capabilities to address both technical and institutional challenges
  • Promote the adoption of rights-based and human-centered approaches in the design and implementation of digital systems

Capacity Development in Action

Technical Study Tours and Knowledge Exchange

DCI facilitates structured peer learning opportunities through study visits and cross-country exchanges. These experiences allow practitioners to learn directly from institutional innovations and reform processes.

Training Programmes

The DCI training programmes are modular, adaptable and practice-oriented, designed to respond to country-specific contexts and implementation challenges. Trainings are delivered through in-person, virtual and blended formats to ensure relevance and accessibility.
