Talking interoperability is a dialogue series being convened by the Digital Convergence Initiative (DCI) to facilitate in-depth technical conversations around designing for interoperability in the social protection sector. By bringing together digital social protection and technology experts from government agencies, software vendors, system integrators and international organizations, it aims promote peer-based learning and problem solving through:
- sharing the technical nitty-gritty of how agencies have designed their social protection information systems for interoperability.
- understanding how agencies have tackled the major challenges to interoperability.
- brainstorming potential solutions to remaining bottlenecks
Investments in digital social protection systems have yielded positive dividends in terms of enabling countries to rapidly respond to various shocks at scale, evidenced by experiences during the Covid-19 pandemic and other recent covariate shocks. As countries continue to invest in their digital transformation efforts across various pillars of social protection (social assistance, social insurance, economic inclusion and labor market programs), efforts are being made to connect and integrate these pillars through aligned business processes and interoperable digital solutions – so these pillars reinforce each other to support best possible labor market outcomes to lift people out of poverty, help them manage income shocks and life cycle income loss, and place them onto a path of prosperity.
The presentations in this session will highlight the approaches and implementation experiences from two countries that are at varying stages of integrating delivery mechanisms across social assistance and labor market programs – Türkiye and South Africa.
Reflections on the experiences of similar efforts in the UK and Brazil will provide additional insights on the pathways that can be adopted across a diverse range of country contexts to advance integration of delivery mechanisms across various pillars of social protection.
