First international training on digital transformation in social protection
From 27 to 31 October 2025, the first edition of the DCI International Training on Digital Transformation and Interoperability in Social Protection took place at the International Training Centre of the ILO (ITCILO) in Turin, Italy.
The course brought together 23 participants from Angola, Cameroon, Chile, The Gambia, Guinea, Kosovo, Lebanon, Pakistan, and Zambia, alongside representatives from FIAP, the World Bank, and the ILO. Over five days, participants explored how to lead rights-based and inclusive digital transformation in social protection systems.
Co-developed and delivered by the ILO and ITCILO under the Digital Convergence Initiative (DCI), the training created a lively space for peer learning, collaboration, and leadership development. The sessions covered key topics such as:
- Foundations of digital transformation and interoperability
- Inclusive and collaborative design
- Data governance and digital infrastructure
- Digital leadership and change management
- Assessing the impact of digital transformation
Through interactive exercises and real-world case studies, participants examined the challenges and opportunities of digital transformation in their own institutional contexts. Working in groups, they designed practical strategies to strengthen coordination and build people-centred, interoperable digital ecosystems that improve service delivery in social protection.
By the end of the course, each participant developed a leadership journal and an individual plan outlining concrete next steps to enhance institutional readiness, improve governance and coordination, and embed interoperability in their country contexts.
The training also introduced new resource persons and experts to the DCI’s training approach, preparing them to support future capacity-building activities in implementing countries.
This first edition marks an important step in the DCI’s global learning journey. The ILO will continue working with DCI countries to adapt and deliver in-country training, ensuring that each context can translate digital transformation principles into action. Together, these efforts aim to build inclusive, secure, and interoperable digital social protection systems that ensure no one is left behind.
