Overview

As countries across Eastern Europe and Central Asia continue to modernize their social protection systems, digital transformation has become a key driver for improving the accessibility, efficiency and transparency of public services. This training course aims to strengthen the capacities of government officials and institutional partners to design, implement and govern inclusive, human-centered and interoperable digital social protection systems.

The programme, developed by the International Labour Organization (ILO) in collaboration with the International Training Centre of the ILO (ITCILO) , will explore practical approaches to digital transformation, including business process mapping, system architecture, data exchange and interoperability between institutions. It will also address institutional governance, strategic planning and cross-agency coordination required to successfully manage digital reforms. Through international experience and peer exchange, participants will enhance their ability to develop sustainable digital solutions that support integrated service delivery and contribute to the progressive extension of social protection coverage in the region.

Participants will learn:

  • The fundamentals of digital transformation in social protection systems and how it differs from simple digitization of administrative processes.
  • Practical approaches to designing human-centered digital services that respond to people’s needs and life events.
  • How to map and redesign business processes to simplify service delivery and reduce fragmentation across institutions.
  • Key principles of interoperability and data exchange that enable coordination between ministries, agencies and programmes.
  • Governance and leadership strategies required to manage digital transformation across complex public institutions.
  • The role of data governance, data quality and data sharing in strengthening policy design, programme administration and
    accountability.
  • Institutional and organizational factors — including talent, collaboration and change management — that influence successful digital reforms.
