Overview

This learning brief explores how social protection (SP) and public employment services (PES) can be better linked through system interoperability. The first part draws on findings from a background study commissioned by ILO under the Digital Convergence Initiative (DCI), introducing key concepts and approaches to linking SP and PES systems. Part two focuses on the experience of the Republic of Korea (hereafter South Korea), tracing its evolution towards the 2021 National Employment Service Programme and lessons learned.
